WASHINGTON—Metropolitan police arrested a man on weapons charges after Secret Service agents detained him outside the grounds of the Naval Observatory, where the official residence of Vice President Kamala Harris and her family is located.

Paul Murray, 31, of San Antonio, was charged with carrying a dangerous weapon, carrying a rifle or shotgun outside a business, possessing unregistered ammunition and possessing a large-capacity ammunition-feeding device, according to a statement from the Metropolitan Police Department. The police said a rifle and ammunition were recovered from his vehicle.

Mr. Murray was considered a suspicious person “based on an intelligence bulletin that originated from Texas,” the police said.

Ms. Harris and her husband, Doug Emhoff, aren’t living at the residence because it is being renovated.

An attorney for Mr. Murray couldn’t immediately be located. The Secret Service didn’t immediately respond to a request for comment.
